Nice that someone else brings this up

... long standing one for me, didn't report because it's not that bad, just annoying and i didn't know if it may just is due to my dual monitor setup, again.
Though found a way to reproduce it recently and thought you could investigate after all?
So, whenever i load a project which dimensions are bigger than my screen-resolution, Verves "Windows"-frame freezes.
The bottom of the frame snaps to the bottom task-bar and the top "Windows"-bar goes all the way out of the monitor range as far as the image resolution exceeds it.
Anyway, in this state, the "Windows"-frame is dead on all sides i.e. mouse over does not change the icon to that "scale-window" arrow and it does not react to a click.
Dead frame

Regular frame

What i do then is, i go down to the task-bar, click on Verve, that minimizes it, click on it again which brings Verve up fullscreen then and i can take it from there.
So, i just pressed [Shift]+[Home] by accident (since found out that it's the shortcut for "resets the window to the size of the canvas") and it does exactly that thing i described.
Also [F3] to come out of fullscreen gets me there ... Maybe, another frame default for loading projects ect.?
